Many new projects that start are not the first project for the authors on the given project type. They are either new attempts if they failed the first time or resumptions if they paused their first attempt. When the new project is a resumption of a previous paused attempt they may already have completed the phase two review. It is therefore unnecessary for them to go through the process again and taking up valuable reviewer time.

It should be possible for administrators to mark this new project as already having completed the phase two review by referencing the previous project. It is important that this new project does not affect the reviewers target numbers. It should be clearly visible to both the supervisor and author of the new project that phase two is already completed.
