Fixes #87

Requires additional work since we have no grading service at branch.dsv.su.se...

How to test:

Prepare:

Log in admin (dev@localhost, default)
We will use the project "Preserving quality in thesis work" to split in this test scenario.
Click the project title "Preserving quality in thesis work", the admin edit view of the project shows up. at the bottom of the page, the 'Split Project' button is disabled. Since the project has been sent for Phase two Review. The reviewer is "Eric Employee".
Click "Reviewer targets" from the menu, in drop down for period, select 2025.
For "Eric Employee", set target for spring to 3, and for autumn for 3 as well. Click Save button. Be aware the remaining targets for Spring is 2, since Eric Employee has one project assigned.

Approve phase 2 review

Switch user to "Eric Employee", switch view to Reviewer. The project 'Preserving quality in thesis work" should show up in "Rough draft approvals" view.
Click the project title, log in again as "eric@example.com".
Approve the rough draft by filling in "Feedback" and clicking "Approve".
